The best homeowners insurance in California comes from insurers that generate few complaints the regulator upholds and that have the balance sheet to pay after a bad catastrophe year. We ranked ten insurer groups that write California homeowners coverage on the California Department of Insurance’s (CDI) 2025 Homeowners Complaint Composite Report, AM Best financial strength ratings and the J.D. Power 2026 property claims study. We also show each group’s 2025 California market share and loss ratio from the CDI, because in a market that lost $1.70 for every dollar of premium in 2025, who keeps writing matters. We do not rank on price: the CDI does not publish premiums by insurer.
Key Takeaways
- Travelers and USAA tie for the top score - both pair an A++ (Superior) AM Best rating with 2025 California complaint ratios near 2 justified complaints per 100,000 exposures; Travelers wins the tiebreak on a slightly lower ratio.
- Mercury had the lowest complaint ratio among large writers - Mercury’s California Automobile Insurance Company recorded 0.9 justified complaints per 100,000 exposures in 2025 across 743,406 exposures.

How we ranked California home insurers
Each group below writes homeowners coverage in California and appears in the CDI’s 2025 market share data. We scored three public criteria:
- CDI justified complaint ratio (0 to 3 points). The CDI’s composite report lists justified complaints per 100,000 earned exposures for the 50 largest homeowners insurers, for complaints in 2025. Exposures include renters, mobile home and condo policies. Where a group has several listed companies, we combined the companies we could tie to the group in a primary source (justified complaints divided by exposures). Under 1.5 earns 3 points, 1.5 to under 3.0 earns 2, 3.0 to under 6.0 earns 1, and 6.0 or higher earns 0. A group with no company on the list earns 0 and is marked “not listed”.
- AM Best financial strength (1 to 3 points). A++ earns 3, A+ earns 2, A earns 1.
- Claims satisfaction (1 point). A top-three finish in J.D. Power’s 2026 U.S. Property Claims Satisfaction Study (Amica 773, The Hartford 756, Chubb 744; industry 702). J.D. Power does not publish a California-only home ranking.
Ties are broken by the lower complaint ratio. Market share and loss ratio are shown for context and are not scored.

How to use this ranking in California’s 2026 market
- Shop early. Insurers incurred $26.3 billion of homeowners losses on $15.5 billion of earned premium in 2025. Start comparing quotes well before renewal.
- Use complaint data as a service signal. A ratio near 1 means few complaints the CDI found justified, relative to size. It does not measure price.
- If you land on the FAIR Plan, pair it with a Difference in Conditions policy for liability and water damage. Our California homeowners insurance statistics cover FAIR Plan growth.
- Own a rental too? Landlord coverage is a different policy. See our California landlord insurance cost guide and landlord pages for Los Angeles, San Francisco and Oakland.
- Compare locally. See homeowners context for Oakland and the national best homeowners insurance companies ranking, then request a homeowners quote.
